Flexible Funding Designed Around Your Needs

Your funding classification is determined through an aged care assessment to ensure you receive the right level of support at home.

While the current Home Care Package program offers four funding levels, the new Support at Home program introduces eight funding classifications with annual budgets provided in quarterly amounts for greater flexibility and personalised care.

Greater Flexibility With Your Funds

If you are currently receiving a Home Care Package, any funds will remain fully available and will carry over into the new Support at Home program.

The Support at Home program brings together a wide range of services designed to help you stay healthy, independent, and comfortable at home.
Clinical Supports
Access essential clinical care including nursing services, allied health, therapies, and medication support, fully funded by the government.
Independence Support
Receive personalised assistance with daily living, including personal care, mobility support, continence care, respite, social connection, and transport services.
Everyday Living Services
Get help with household tasks such as cleaning, laundry, meal preparation, gardening, and home maintenance to make everyday life easier and safer.

Government contributions fully cover clinical care, while Independence and Everyday Living services may require a contribution based on your income or pension status. A national service list and government pricing calculator will help provide greater clarity around included services and costs.

Rather than using services individually, these structured programs combine supports in a coordinated way to deliver long-term benefits and help people remain living safely and independently at home for longer.

Clear and Fair Contributions for Your Care

With the Support at Home program, you only contribute toward the services you use, while clinical care continues to be fully funded by the government.

Full pensioners contribute 5% toward Independence services and 17.5% toward Everyday Living services.

Part pensioners contribute between 5% and 50% for Independence services, and between 17.5% and 80% for Everyday Living services depending on their income and assets.

Self-funded retirees contribute 50% toward Independence services and 80% toward Everyday Living services.

  • To provide greater financial certainty, a lifetime contribution cap of $130,000 applies across both Support at Home and residential aged care services.
  • If paying contributions becomes difficult, financial hardship assistance may be available to ensure your care continues without disruption.
  • The government’s no worse off rule also protects existing grandfathered participants, ensuring they will pay the same or less than they currently do under the existing system.
Understanding Your Support at Home Pathway
From November 2025, everyone applying for or receiving home support services will transition into the new Support at Home program.

Your contribution arrangements and funding pathway will depend on when you were first approved for aged care support.

Grandfathered Participants
People approved on or before 12 September 2024 are protected under the government’s no worse off rule. This means they will continue paying the same amount as before, or potentially less.
Transitioned Participants
Those approved after 12 September 2024 but before 1 November 2025 will move into the Support at Home program under the new contribution arrangements based on their pension, income, and asset status.
New Entrants
Individuals approved for home support on or after 1 November 2025 will enter directly into the Support at Home program and follow the new funding and contribution rules from the beginning.
